Starmer in Berlin to seek German deal and ‘turn corner’ on Brexit

The UK is poised to initiate discussions on a new cooperation treaty with Germany as the Labour government aims to “reset” its relations with Europe.

Prime Minister Keir Starmer, currently in Berlin for talks with German Chancellor Olaf Scholz, said that the agreement is part of an effort to “turn a corner” on Brexit.

Downing Street confirmed that the treaty would encompass topics such as energy security, technology, and science, along with facilitating access to each other’s markets and trade across the North Sea.

Following his visit to Berlin, Sir Keir will head to Paris to meet with French President Emmanuel Macron and attend the opening ceremony of the Paralympics. No 10 expressed hope that the treaty with Germany could be finalised by early next year.

While specific details remain undisclosed, discussions are expected to concentrate on enhancing market access, including assistance with product certifications and providing greater information on tenders.

Downing Street also indicated that this new agreement would build on an existing defence pact between the two nations, which is set to be concluded in the autumn. This previous agreement, announced last month, committed both countries to purchasing more military equipment collaboratively and simplifying the use of this equipment by their respective armed forces, as well as enhancing cooperation in cyber warfare.

Sir Keir has pledged to establish a closer economic relationship with Europe, seeking a “far better” trade deal than the one negotiated by Boris Johnson in late 2020.

The Labour government aims to negotiate arrangements with the EU to reduce border checks on food products, simplify paperwork for touring artists, and enhance the recognition of professional qualifications to facilitate work abroad.

Additionally, it seeks to negotiate a security pact with the EU and establish a new returns agreement for unsuccessful asylum seekers.

It is still uncertain whether Brussels would consider significant modifications to the UK’s existing Brexit trade agreement, which is scheduled for review in 2026.

Downing Street noted that the Prime Minister and Mr Scholz would address joint efforts to combat illegal migration through improved intelligence sharing regarding smuggling operations

Prior to his visit, Sir Keir mentioned that the UK has a “once in a generation opportunity to reset our relationship with Europe,” emphasising that cooperation with both Germany and France will be “crucial” for addressing migration and fostering economic growth.

“We must turn a corner on Brexit and repair the fractured relationships left by the previous government,” he added.

In addition to meeting Mr Scholz, Sir Keir will engage with German President Frank-Walter Steinmeier and the leaders of Siemens Energy and Rheinmetall, a defence manufacturer that produces vehicles for the British Army.
